About the Constable

Louis Michiels first entered law enforcement in 1981 with the Calcasieu Parish Sheriff’s Office as a reserve deputy. During his time with the CPSO, he attended numerous classes for training and certification in fields such as patrol techniques, crowd control, criminal investigations, introduction to forensics, basic first aid, CPR, PR-24, ASP, Chemical Weapons, Water Safety, self defense, and numerous firearms qualifications.

Serving as Reserve Commander from 1984 to 1993, Louis had over 100 reserve deputies under his command. During that period, the Calcasieu Sheriff’s Reserve Division either was responsible for all security or was the major manpower for Contraband Days, Water Festival, & Cajun French Music Festival. Other security was provided to the Iowa Rabbit Festival, Vietnam Memorial Moving Wall, Starks Mayhaw Festival, De Quincy Railroad Festival, Louisiana National Air Show, along with many other functions where they assisted either other divisions of the Sheriff’s Office or other police agencies.

Louis has worked in various divisions of the Sheriff’s Office including Patrol, Communications, Training, Street Crime Interdiction Team (SCIT), Civil, Warrants, and Marine Division. He continues now as a reserve deputy serving in the Criminal Investigations Division.

Since his election as Constable, Louis works closely with Cathy Michiels, the Justice of the Peace, serving all civil process, doing evictions and seizures, and as courtroom security and bailiff.

Constable Michiels has attended annual training with the Louisiana Attorney General’s Office and has been a lecturer in some of those sessions. Additionally, he has studied criminal investigations at Sowela Community College and completed Department of Justice courses on recognizing and combating terrorism. He is Louisiana P.O.S.T certified. He is a 1975 graduate of Northwestern State University in Political Science.

Louis served as President of the 715 member Louisiana Justice of the Peace and Constables Association. He was also the editor of the “Constable’s Corner”.

Louis also served as the chief prosecutor for the Calcasieu Parish Litter Court. He was one of the key people in the court’s organization and serves on the steering committee. In addition to prosecution, he also logged 25-30 hours per month in litter patrols and investigations throughout Calcasieu Parish.

He’s married to Cathy and father of two sons, Louis Jr. (wife-Amy & daughter-Laila) and Jason (wife-Kim). They attend Moss Bluff United Methodist Church and are Republican.
